What We Do

Downing Construction Inc. is a General Engineering Contractor holding a State of California Class A license. We specialize in pipeline installation. We install sewer, water, and storm drain. Included with this are sewer manholes, lateral services, sewer lift stations, bypass pumping, pressurized sewer force mains, water mains, service laterals, disinfection and testing, catch basins, junction structures, retention basins, fencing, paving, striping, grading, concrete replacement, traffic loop installation, electrical work, trucking service and material deliveries. Downing Construction Inc. also offers design engineering services with the many engineering firms that we work with.

Downing Construction Inc. was formed in January of 2010 but our experience in the construction industry was started in the mid 80s. Randy Downing, Owner and Manager of Downing Construction Inc. entered into the construction industry in the mid-80s as a general labor and spent the next 18 years working for one of the first pipeline companies that performed work from coast to coast, Kenko Inc..

Randy worked his way up the corporate ladder from labor to lead-man to foreman than superintendent and finished the last 8 years as general superintendent in charge of California.

In 2003 Randy joined with a partner and formed Choctaw Contractors Inc. From 2003 to 2010, Choctaw Contractors Inc. performed more than 39 public contracts ranging in value up to $8.7 million. In addition to this they also completed more than 29 private projects. All total Choctaw Contractors Inc. completed more than $75 million in public and private contracts between July of 2003 & April of 2009. With the down turn in the industry in 2008 both partners decided to take a break and let things settle out for awhile. We completed the remaining work on hand by April of 2009 and parked all the equipment.

In 2010 Randy decided to test the waters again. Randy's partner had ventured into new investments and did not wish to continue in the construction industry at that time. With that, Randy activated his own license which he had held since 2004 and formed Downing Construction Inc.

Since re-entering the construction market Downing Construction Inc. has completed more than 20 public contracts in little more than three years with a value of more than $15 million.
